Key Qualifications and
Experience:
oBS/BA degree in Accounting, Finance or Business with four to five or more years of relevant experience or equivalent combination of education and significant work experience with demonstrated accomplishments and expertise.
CPA, CMA or MBA preferred.
oKnowledge of Financial Reporting and General Accounting:
Generally Accepted Accounting Principles (GAAP), Statutory Accounting Principles (SAP) for Health Care Service Contractors and Health Maintenance Organizations as promulgated by the NAIC.
oKnowledge of Cost Accounting:
Cost Accounting Standards (CAS), Federal Acquisition Regulations (FAR); GAAP and SAP.
oKnowledge of Government Accounting:
FEHBAR, FAR, CAS, GAAP oProven leadership abilities as demonstrated by successfully managing projects, leading cross-functional teams, training and process improvement.
oProven ability to support the development and motivation of team members.
oAbility to lay out work in a well-organized manner and to effectively explain it to others.
oIn-depth knowledge and understanding of financial analysis and contract administration, including such areas as budgets, forecasting, strategic plans, internal controls, treasury and financial management.
oAbove average ability working with complex PC and mainframe software and systems both as currently used by the Company and alternative industry standards.
oAbility to communicate effectively, verbally and in writing, with all levels in the work force and to maintain two-way dialog with others on assignments.
oDemonstrated ability to plan and organize own work, projects and the work of others in the department with minimal supervision.
oAbility to work flexible and long hours as required.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
