Physical Demands:
The work is predominantly sedentary. Some walking in offices, project sites and similar areas is necessary for meetings and to conduct work. You will carry light items, such as files, reports and binders. Work Environment:
The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. The Central California District is seeking applicants to serve the public as a Project Manager responsible for managing major projects within the Bakersfield Field Office. Serves as Project Manager responsible for the overall management, control, coordination, and execution of assigned projects. Performs the project leader functions guided by corporate decisions, laws, regulations, and policy in the execution of the project and intermediate products in support of the project. This position requires a broad technical background and experience in various resource management functions; a full and in-depth understanding of procedures, land use planning and land use authorization processes. Provides technical oversight for all aspects of considering land use authorizations, NEPA requirements including land use plan consistency determinations or land use plan amendments processes. Serves as primary point of contact for projects assigned with applicants; Federal, state, and local government agencies, interest groups; other external organizations; and higher authorities. Represents BLM and coordinates with the BLM Washington Office and state offices, other state and local regulatory agencies representing both the agencies needs and applicant's needs in consideration of project applications. Assures that applicants or other agencies participation in the project is in accordance with the agreed upon management plan and applicants commitments. Assures early identification of applicants problems or issues and facilitates the resolution of identified problems or issues in the most appropriate manner. Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement -- please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.To qualify for the GS-12 grade level:
One year of specialized experience at the GS-11 grade level is defined as experience of marked difficulty and responsibility, in various resource management functions, project management, and is performed under general administrative supervision with wide latitude for the exercise of independent judgment. Examples of specialized experience include:
identifies, develops, plans and/or organizes special programs related to NEPA or the FLPMA; coordinate the planning, design, and cost, for projects of significant scope and complexity; wide-ranging resource management planning & environmental analysis processes, principles, and practices; and work with public land resource values, issues, or controversies & leading teams in developing public land-related planning strategies and procedures. You may not use education to qualify for the GS-12 grade level.You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
