Realty Specialist

At the GS-09:
Gathers, analyzes, and processes information, and makes defensible recommendations on a wide variety of routine and non-controversial case work including rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes (R&PP) actions, exchanges, permits, leases, withdrawals, and trespass. Prepare environmental assessments on routine and non-controversial realty casework. Provides Realty Program data and information in developing environmental assessments for proposed actions which affect the lands program. Review routine applications and proposals and Plans of Development for accuracy and compliance with established land management and planning regulations and guidance. Utilize the Bureau's automated land and records system and other applications to document a variety routine and non-controversial land and realty cases. Prepare or request required reports and assessments that consider all issues such as cadastral survey, hazardous materials, appraisals, cultural input, mineral, title, grant authorizations, decision letters, and enforceable terms and conditions. Will also consider competing interests and political and economic factors.At the GS-11:
Independently leads or gathers, analyzes, and processes information, and makes defensible recommendations on a wide variety of complex and controversial lands and realty actions including rights-of-ways, communication sites, land acquisition and disposal, Recreation and Public Purposes (R&PP) actions, exchanges, permits, leases, withdrawals, and trespass. Prepare environmental documents for a wide variety of complex realty casework. Provides Realty Program data and information in developing environmental assessments for proposed actions which affect the lands program. Determine land ownership and status, review applications and Plans of Development, conduct field examinations, and establish and maintain case files. Independently utilize the Bureau's automated land and records system and other applications to document a wide variety of complex land and realty transactions. Prepare or request required reports and assessments that consider all issues such as cadastral survey, hazardous materials, appraisals, cultural input, mineral, title, grant authorizations, decision letters, and enforceable terms and conditions. Physical Demands:
The work is split between sedentary and physical. Because the employee may lead or often conduct on-site examinations, there is some walking, standing, bending, and requiring normal physical exertion. Onsite visits require physical ability to traverse remote rough country by cross country vehicle or by foot, sometimes in extreme climatic conditions to conduct field inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.Work Environment:
The environment involves everyday risks or discomforts that require normal safety precautions. The work environment varies from an office setting to working outside in isolated areas under adverse weather conditions. The employee usually works alone while in the field. Temperatures in the field vary from minus 10 degrees Fahrenheit to 115 degrees Fahrenheit. Work in the office will generally be at a desk. You will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer. Specialized Experience Requirements:

You will receive credit for all qualifying experience, including volunteer experience.To Qualify for GS-09:
One (1) year of specialized experience equivalent to the GS-07 level. Examples of specialized experience includes, but is not limited to, experience with assisting in field exams casework process and preparation of environmental analysis and documentation for various land cases, i.e. public sales, ROW, land exchange, acquisitions, agriculture entries, land class, withdrawals, leases, permits, recreation and public purpose leases/patents and airport leases/patents, state selections, trespasses, etc. Serves as trainee realty specialist, realty technician, land law examiner, or legal clerk on lands actions of other public lands use authority; providing experience with field exams, NEPA process, regulation and compliance. - OR - Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. -OR- A combination of education and experience.To Qualify for GS-11:
One (1) year of specialized experience equivalent to the GS-09 level. Examples of specialized experience includes, but is not limited to, experience preparing field assessments and environmental analysis documentation for various land cases, i.e. public sales, ROW, land exchange, acquisitions, agriculture entries, land class, withdrawals, leases, permits, recreation and public purpose leases/patents and airport leases/patents, state selections, trespasses, etc. Serves as trainee realty specialist, realty technician, land law examiner, or legal clerk on lands actions of other public lands use authority; providing experience with field exams, NEPA process, regulation and compliance. - OR - Ph.D. or equivalent degree or 3 full years of progressively higher graduate level education leading to such a degree, or LL.M. if related. -OR- A combination of education and experience.You must meet all qualification requirements by the closing date of the announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
