This position is responsible for conducting and overseeing visitor services patrols, interpretation and maintenance functions of the Bakersfield Field Office's developed and primitive trails and recreation sites. These facilities include trail systems, developed campgrounds, staging facilities, primitive campgrounds, and day-use sites and facilities. The incumbent carries out or administers a variety of maintenance operations, visitor contact patrols for permit compliance checks, hazard reduction and rules enforcement, conducting environmental education and support for resource management programs, as well as supervision of some hosted workers and volunteers, and also performs machinery operation and fire suppression, as necessary. This position is field oriented, spending approximately 70% of the time outside of the office. The incumbent will also serve as the Special Recreation Use Permit Coordinator, administering Permits, preparing related NEPA documentation, working with permitees to ensure compliance, and monitoring authorized uses. Duties listed are at the GS-09 level. If selected at the GS-07 level, assignments will be developmental in nature and will be more closely supervised. Physical Demands:
Work is primarily carried out in the field, and often of a strenuous, physical nature. Fieldwork requires the incumbent to be capable of driving 2 and 4 wheel drive vehicles, mountain bikes, dirt bike, raft, small motorboat and other equipment. Walking is required in rough brush and steep terrain for hazard reduction, field inspection, search and rescue, maintenance and development projects. The incumbent must be able to lift 40 pounds to shoulder height. Work Environment:
Work is performed in a variety of environments, from an office setting to rough, steep mountainous terrain. Field work is performed out of doors in a Mediterranean-type climate where summer temperatures often exceed 90 degrees F, and winters are much colder. Motor vehicles are operated on highways and off-road. While operating vehicles and equipment, the incumbent is required wear BLM supplied safety equipment. Incumbent will be exposed to ticks and other stinging insects, snakes, bears, mountain lions, and irate users of public lands. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-07 Applicants must possess at least 1 year of specialized experience equivalent to at least the GS-05 level OR have at least one full year (18 semester hours) of graduate level education related to the occupation OR Superior Academic Achievement (see OPM General Schedule Qualification Policies - Application of Qualification Standards 4.f.) OR an equivalent combination of experience and education. Specialized experience for the GS-07 includes administering the day-to-day operation of a recreation area providing such facilities as camping, water sports, or picnic areas; conducting routine inspection and maintenance activities for recreation areas or facilities; advising visitors concerning safety, fire prevention, and proper and authorized uses of recreational facilities; performing fee collection activities for a recreation or natural resources program.To qualify for the GS-09 Applications must possess at least 1 year of specialized experience equivalent to at least the GS-07 level OR have at least two full years of Graduate level education leading to a Masters or equivalent degree related to the occupation OR an equivalent combination of experience and education. Specialized experience for the GS-09 includes performing the following tasks/responsibilities in an advanced or lead capacity:
visitor use activities, developing/administering interpretation programs or products, recreation planning support, and facility maintenance. NOTE:
Qualifying education includes undergraduate or graduate education with major study in the following areas:
natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
